Of note to El Dorado Hills residents

Agenda Items 22-24 were heard together.Hearings for a establishing Development Agreement between El Dorado County and the developer to extend the Hawk View, Bell Woods, and Bell Ranch Tentative Maps for ten years. All three projects are located in the Bass Lake Hills Specific Plan. The Development agreement will facilitiate the realignment of the Country Club Dr and Bass Lake Rd intersection to 1900 feet north along the current allignment of City Lights Dr, and will include a signal light, as well as a full overlay of Bass Lake Rd south to Highway 50, and future on and off ramp improvements to the Bass Lake Rd Highway 50 innerchange.

The Board voted 5-0 to approve the three Development Agreements.

3 Bass Lake Hills Specific Plan Projects Seek 10 Year TM Extension BOS Hearing Sep 19 2017

The El Dorado County Board of Supervisors will hold hearings at the September 19, 2017 BOS regular meeting, regarding ten year tentative map time extensions for the following projects in the Bass Lake Hills Specific Plan

Bell Woods

Bell Ranch

Hawk View

These projects are conditioned to provide road segment improvements in the area south of Hollow Oak Rd along Bass Lake Rd. Included is the realignment and signalization of Country Club Dr along the current City Lights Dr, as well as a Park and Ride facility, sidewalks, bike lane, and improvements to the Bass Lake Rd Highway 50 on and off ramps.

The hearings on these three tentative map time extension requests is scheduled to begin at 2:00PM in the Supervisors’ meeting room, 300 Fair Lane, Placerville CA 95667.

Planning Commission August 10 2017 Meeting Minutes

The August 10 2017 El Dorado County Planning Commission hearing minutes are now available online in Audio format.

Of note to El Dorado Hills residents:

Bass Lake Hills Specific Plan Projects, Hawk View, Bell Woods, and Bell Ranch request to extend the Tentative Maps of these projects an additional 10 (ten) years.

A public workshop regarding the El Dorado Hills Apartment Project (General Plan Amendment A16-0001/Rezone Z16-0004/Planned Development PD94-0004-R3/ El Dorado Hills Specific Plan
SP86-0002-R3) to present information on the Draft Environmental Impact Report which is undergoing a 61-day public review from June 30, 2017 to August 30, 2017 and to receive public input. No formal action by the Planning Commission to be taken.

EDC Board of Supervisors To Hear Request To Form Bass Lake Hills Mello Roos District

At the August 8 2017 El Dorado County Board of Supervisors regular meeting, Agenda item 2,  File No. 17-0827

Auditor-Controller recommending the Board authorize: 1) Auditor-Controller to negotiate and execute all necessary contracts related to the proposed community facilities district formation and financing requested by Lennar Winncrest, LLC (the “Developer”) for certain subdivisions herein called “Bass Lake Hills area” after each agreement has been approved by County Counsel and Risk Management; specifically, Jones Hall (Bond and Disclosure Counsel), Stifel, Nicolaus & Company (Underwriter), Seevers Jordan Ziegenmeyer (Appraiser), and NBS Government Finance Group (NBS/GFG) (Special Tax Consultant); and other consultants, as needed; 2) Authorize the Auditor-Controller to execute the Deposit and Reimbursement Agreement between El Dorado County and the Developer upon final approval by County Counsel and Risk Management; and 3) Authorize the Auditor-Controller to work with the Assessment & Community Facilities District Screening Committee members and contracted consultants to consider the Developer’s request to begin proceedings of forming and financing a new Mello Roos District.

The County of El Dorado Planning Commission will hold a public hearing in the Building C Hearing
Room, 2850 Fairlane Court, Placerville, CA 95667 on August 10, 2017, at 8:30 a.m., to consider the
following: Development Agreement DA16-0001/Hawk View submitted by BL ROAD LLC to extend the
Hawk View Tentative Map approval of 114 residential lots for a period of 10 years. The property,
identified by Assessor’s Parcel Number 115-040-16, consisting of 40 acres, is located on the west side of
Bass Lake Road, north of Hawk View Road, in the El Dorado Hills area, Supervisorial District 1.
(County Planner: Roger Trout) (Mitigated Negative Declaration certified with approval of the tentative
map on May 24, 2005; Addendum adopted April 28, 2016.)

identified by Assessor’s Parcel Number 119-020-50, consisting of 33.69 acres, is located on the east side
of Salt Wash Way and north side of Covello Court, east of Bass Lake Road and east of Laurel Oaks, in
the El Dorado Hills area, Supervisorial District 2. (County Planner: Roger Trout) (Mitigated Negative
Declaration certified with approval of the tentative map on May 24, 2005; Addendum adopted April 28,
