EDH 52 Development At Silva Valley HWY50 Tentative Parcel Map Filed Sep 20 2017

Application Packet P17-0004 was filed on September 20 2017 by RSC Engineering, Inc. of Roseville on behalf of property owner EDH 52 GP of Sacramento for a Parcel split of property located along Silva Valley Pkwy near Highway 50 and Tong Rd. in El Dorado Hills. The Application status can be viewed online. The single parcel was bisected by the re-aligned Silva Valley Pkwy interchange. The applicants seek to split the property into four parcels. The northern parcel will be subdivided into 3 parcels, one for the future Country Club Dr. extension and 2 additional parcels for finance purposes.

A Planned Development was filed in 2015 (PD15-0001) for EDH 52 Retail Shopping Center on 48 acres along Silva Valley Pkwy near Tong Rd. The current application status indicates:

PLANNED DEVELOPMENT FOR A NEW RETAIL CENTER AT 122-720-09 ON 48.14 ACRES THAT WILL BE BISCECTED BY THE FUTURE SILVA VALLEY PKWY INTERCHANGE AND ROAD REALIGNMENT. NORTH SIDE WOULD BE 24.77 ACRES AND SOUTH SIDE WOULD BE 16.21 ACRES. MAXIMUM BLDG AREA WOULD BE APPROX 350,000 SQ FT AND COULD INCLUDE HOTEL, DRIVE THRU, GAS STATION, GROCERY, PHARMACY, RETAIL AND FOOD USES. PD IS TO BE APPROVED BY THIS APPLICANT AND LIKELY SOLD TO SOMEONE ELSE TO DEVELOP. PROJECT WILL REQUIRE AN EIR.

The County of El Dorado Board of Supervisors will hold a public hearing in the Supervisors Meeting Room, 330 Fair Lane, Placerville, CA 95667 on October 24, 2017, at 2:00 p.m., to consider Pre-Application PA17-0002/Generations at Green Valley submitted by True Life Companies for an Initiation Hearing (Conceptual Review) for a General Plan Amendment from Low-Density Residential to Medium- and High-Density residential consistent with General Plan Policy 2.2.1.2 for Low-Density Residential. The Project would require future rezone and 439 residential lot tentative subdivision map discretionary approvals. The site is currently designated and zoned for Low-Density Residential development. Of note to El Dorado Hills residents

Agenda Items 22-24 were heard together.Hearings for a establishing Development Agreement between El Dorado County and the developer to extend the Hawk View, Bell Woods, and Bell Ranch Tentative Maps for ten years. All three projects are located in the Bass Lake Hills Specific Plan. The Development agreement will facilitiate the realignment of the Country Club Dr and Bass Lake Rd intersection to 1900 feet north along the current allignment of City Lights Dr, and will include a signal light, as well as a full overlay of Bass Lake Rd south to Highway 50, and future on and off ramp improvements to the Bass Lake Rd Highway 50 innerchange.

The Board voted 5-0 to approve the three Development Agreements.

APAC Sep 2017 Meeting Coverage – Village Life

The El Dorado Hills Village Life has a new article regarding the September 13 2017 APAC meeting, which was ride-ranging, with updates on projects that APAC had reviewed earlier in 2017, as well as new projects on the horizon

Project reinvention
Dixon Ranch is back as Generations at Green Valley. Aidan Barry, managing general partner of The True Life Companies, which controls the 280 acres located between Malcolm Dixon and Deer Valley Roads off Green Valley, explained that since the Dixon Ranch project was denied in February 2017, it has been revised to take into account “mistakes made,” including “major issues with traffic and density.”

Dixon Ranch included 605 home lots, but the new plan proposes 439 lots of varying sizes, ranging from one-third of an acre to 3- and 4-acre lots. There are 200 units of age-restricted homes in the proposed project’s center. When the land entitlements are eventually sold to a home builder, Barry said he will find “a good fit” in a builder for the new plan’s design concepts for aging in place, including wider doors, among other things.

The Central El Dorado Hills Specific Plan includes the fate of the former 98-acre Executive Golf Course, which residents overwhelmingly voted to keep open space in a 2015 advisory vote.

“There’s been silence since June, 2016, but the plan is supposed to go back to the Planning Commission in October or November,” APAC chairman Tim White said at the meeting. “We have heard that the plan for 1,000 homes on the golf course has been reduced to 700 and that the new plan includes single family homes and condos — no apartments.”

When asked to comment, Parker Development Company’s Director of Government Relations Kirk Bone shot down the rumor. “There is no change to the proposed plan,” he said.
