| 25-1064 | 1 | 2. | Agenda Item | Hearing to consider Planning and Building Department, Long Range Planning Unit, proposed amendments to Title 2 (Administration and Personnel) and Title 130 (Zoning Ordinance) of the County Code; and staff recommending the Planning Commission forward a recommendation to the Board of Supervisors to take the following actions: 1) Find the Administrative Zoning Ordinance Update (AZOU) exempt from the California Environmental Quality Act (CEQA) under Section(s) 15305 (Minor Alterations to Land Use Limitations) and 15061(b)(3) (General Rule) of the CEQA Guidelines; and 2) Approve the AZOU to amend Title 2 (Administration and Personnel) and Title 130 (Zoning Ordinance). Funding: General Fund Public Comment: K. Payne, L. Campbell Chair Williams opened the hearing and upon hearing from staff and the public, closed the hearing. A motion was made by Commissioner Hansen, seconded by Commissioner Spaur to move staff’s recommendation with the additional three changes detailed during the hearing and request that the Board authorize annual Planning Commission reviews for minor zoning amendments. | 25-1066 | 1 | 3. | Agenda Item | Department of Transportation recommends that the Planning Commission: 1) Approve the Finding of Consistency of the 2025 Annual Capital Improvement Program (CIP) with the General Plan; and 2) Approve the Finding of Consistency for the following to be included in the Annual CIP: a) Remove Headington Road Extension – Missouri Flat Road to El Dorado Road, CIP 36105022, from the 2025 CIP since it has been removed from the General Plan and Circulation Map; b) Remove Missouri Flat Rd – China Garden to SR 49, CIP 36105027, from the 2025 CIP and add it to the unfunded list; c) Adjust the project schedule for White Rock Road Widening (2 to 4 lanes) – Post Street to South of Silva Valley Parkway, CIP 36105042, to allow planning, environmental, and design work to begin in Fiscal Year 2024-25 instead of waiting until Fiscal Year 2025-26 as shown in the 2024 CIP; d) New project Grizzly Flat Road at Steely Fork Cosumnes River – Bridge Replacement, CIP 36105085; and e) New project Guardrail Replacement – Various Locations (Lotus Road), CIP 36105086.
