| 24-0222 | 1 | 26. | Agenda Item | Planning and Building Department, Planning Division, Long Range Planning Unit, and Department of Transportation recommending the Board: 1) Receive and file the General Plan 2016-2020 Five-Year Review; 2) Find that the basic General Plan assumptions and findings are still valid, or have not changed so drastically that the County would need to consider amending them at this time; 3) Direct Long Range Planning Unit to return to the Board in 2026 with the 2021-2025 Five-Year Review; and 4) Direct Department of Transportation to prepare an environmental document, and return to the Board for certification of the environmental document and adoption of the Active Transportation Plan. FUNDING: General Fund. A motion was made by Supervisor Thomas, seconded by Supervisor Hidahl to: 1) Receive and file the General Plan 2016-2020 Five-Year Review; 2) Find that the basic General Plan assumptions and findings for the General Plan 2016-2020 Five-Year Review were valid, although the Board has concerns on the General Plan assumptions on the Auburn Dam, Agricultural and Timber, Water Supply and Traffic Levels of Services as well as the visions and purpose of the General Plan; 3) Direct staff to reach out to all Board members prior to the Work Plan returning to the Board and bring back information in concert with the Long Range Planning Matrix on recommendations for either a targeted or a comprehensive General Plan amendment including scope and cost and how it would impact the budget and Long Range Planning Work Plan; 4) Direct Long Range Planning Unit to return to the Board in 2026 with the 2021-2025 Five-Year Review; and 5) Direct Department of Transportation to prepare an environmental document, and return to the Board for certification of the environmental document and adoption of the Active Transportation Plan.
