18-16464.Agenda ItemHearing to consider the El Dorado MRF Renovation project (Special Use Permit Revision S94-0008-R-3)* to allow for the renovation, demolition and reconstruction of the existing Materials Recovery Facility (MRF) on property identified by Assessor’s Parcel Number 051-250-47, consisting of 10.31 acres, in the Diamond Springs area, submitted by Waste Connections of California, Inc.; and staff recommending the Planning Commission take the following actions: 1) Adopt the Mitigated Negative Declaration based on the Initial Study prepared by staff; 2) Adopt the Mitigation Monitoring Reporting Program in accordance with California Environmental Quality Act Guidelines Section 15074(d), incorporated as Conditions of Approval; and 3) Approve Special Use Permit Revision S94-0008-R-3 based on the Findings and subject to the Conditions of Approval as presented. (Supervisorial District 3)

A motion was made by Commissioner Hansen, seconded by Commissioner Williams, to Approve staff’s recommended actions with the following amendment: (a) Correct typo in Condition 15.b from “30 days” to “3 days”.

18-16525.Agenda ItemHearing to consider the Wetsel-Oviatt Temporary Site project (Conditional Use Permit CUP18-0006)* to allow for the temporary relocation of the construction and debris sorting line and green/wood waste processing from the existing Materials Recovery Facility (MRF) during construction/renovations on property identified by Assessor’s Parcel Numbers 117-020-08 and 117-020-09, consisting of 97 acres, in the El Dorado Hills area, submitted by Waste Connections of California, Inc.; and staff recommending the Planning Commission take the following actions: 1) Adopt the Mitigated Negative Declaration based on the Initial Study prepared by staff; 2) Adopt the Mitigation Monitoring Reporting Program in accordance with California Environmental Quality Act Guidelines Section 15074(d), incorporated as Conditions of Approval; and 3) Approve Conditional Use Permit CUP18-0006 based on the Findings and subject to the Conditions of Approval as presented. (Supervisorial District 2)

A motion was made by Commissioner Williams, seconded by Commissioner Hansen, to Approve staff’s recommended actions with the following amendments:

(a) Modify Condition 2 for the last sentence to read as follows,
“This conditional use permit may be extended through a revision to the conditional use permit to be approved by the Planning Commission.”;

(b) Modify
Condition 5 to add the following sentence, “Any onsite paving may remain with the approval of the property owner.”, and also modify the Condition title to read “Onsite Equipment and Improvements”;

(c) Add new Condition to read “Green/wood waste materials and C&D debris shall not be stored onsite in excess of one week.”; and

(d) Add new Condition to read “The applicant shall prepare an emergency fire plan identifying a contact person and onsite monitoring system to be approved by the El Dorado Hills Fire Department.”.
